Lawmakers backing a bill that takes aim at Visa and Mastercard are pushing to have proposed credit-card routing rules included in a sweeping defense-spending bill.
Sen. Richard Durbin (D., Ill.) and Sen. Roger Marshall (R., Kan.) filed a proposed amendment to the National Defense Authorization Act on Thursday. The amendment mirrors legislation the two senators introduced in July that would give merchants the right to route many credit-card payments over networks other than Visa and Mastercard.
